1. Preheat the oven to 400°F (200°C). In a medium saucepan, bring the water, butter, and salt to a boil. Add the flour all at once and stir vigorously until the mixture forms a ball. Remove from heat and let cool slightly.
2. Add the eggs one at a time, beating well after each addition. Transfer the dough to a piping bag fitted with a large round tip.
3. Pipe 3-inch long strips of dough onto a baking sheet lined with parchment paper. Bake for 20-25 minutes, or until golden brown and puffed. Cool on a wire rack.
4. In a medium bowl, whip the cream, sugar, and vanilla extract until stiff peaks form. Slice the éclairs in half lengthwise and fill with the whipped cream.
5. For the glaze, heat the chocolate chips and ½ cup of heavy cream in a small saucepan over low heat, stirring until smooth. Dip the tops of the éclairs in the chocolate glaze and place on a wire rack to set. Serve immediately or refrigerate until ready to serve.
